The Sand Key Civic Association Board of Directors consists of seven members, no more than two of which may originate from the same group membership (condo association or business). The management of all affairs, property and business of the association is vested in this group. Individual members are elected to overlapping three-year terms. Meet our current Board of Directors below:

The Finale
After attending law school and earning his MBA degree, Fred was sent to Frankfurt, Germany as a 2LT where he lived for 55 years. He remained in the U.S. Army Reserves, retiring as a Colonel. In 1970 he began working for Dun and Bradstreet Germany as its General Manager. In 1983 he joined Citibank in Frankfurt as Vice President and Business Head. In 1993 he was promoted to Member of the Board and COO of Citigroup Germany later becoming Citi’s Chief Country Officer and Vice Chairman, a position he held until his retirement in 2013. From 1991 until 2013 he was President of the American chamber of Commerce in Germany. He was a member of the NFL European Advisory Board 2002 to 2007

Harborage II
Debbie has been a resident of Sand Key for the past 5 1/2 years residing in Harborage II where she is serving as Secretary on the Harborage II Board of Directors. Prior to that, in Tampa she had served on the Board of Directors for The Spring of Tampa Bay, Brighter Tomorrows of Tampa, Beach Park Garden Club and Beach Park Women’s Club where she has served as Treasurer and President. She was also one of the founders of Brighter Tomorrow’s, which raised money for victims of domestic violence. She also has a background in real estate in home building and working with HOA financials.

Originally from Cleveland, Ohio, I spent 37 years working for an electric utility company while also pursuing entrepreneurial ventures. For over a decade, I owned a photography and videography business and gained extensive experience in real estate by owning and managing more than 20 rental units. I also worked as a real estate agent with Century 21. After retiring, my wife Kim and I moved to Florida in 2015 to enjoy the coastal lifestyle we had always dreamed about. I remained active in the community, serving as the Events Coordinator for the Gulfside Corvette Club in Pasco County for four years. In 2022, we moved to The Harbour Condominium on Sand Key, where I served on the Board of Directors for two years as both Director and Vice President. Kim and I have been happily married since 1983, and we enjoy traveling and spending time at the beach. Living on Sand Key has been a longtime dream, and we couldn’t be happier to call it home.

South Beach II
Mike was born in New York, but grew up in Germany, where he earned a degree in Finance/Banking. Mike worked 15 years in the banking industry. He then worked for a combined 30 years in Finance and Sales with Chrysler and Mercedes-Benz in different countries around the world until his retirement in 2023. Mike and his family reside in South Beach II where he also serves on the Board of Directors.

With an extensive background in business/marketing, I enjoy bringing people together. Being the marketing Director of Sand Key Civic Association allows me not only to welcome the current members, but to bring in new ones. I enjoy talking to each and every one of them, and I’m really glad to be a part of this organization that prides itself on educating, protecting, and notifying the people of this community. They are truly making a difference and I’m glad to be a part of it along with the other great members of the board.

Greg is a native of Indiana with a B.S. in Marketing from The University of Evansville (Indiana), having spent the majority of his professional career in the field of retail purchasing. He has been a permanent resident of Florida since 1980 and relocated to Sand Key in 2017.

Kevin Keto
South Beach IV
Kevin is from the Pittsburgh area and has been a full-time resident at South Beach IV in Sand Key since 2018. He is a graduate of the University of Virginia and worked as a Regional Sales Manager and State Sales Director for Nationwide Insurance and Financial Services. He has completed several professional degrees including the Certified Financial Planner, Chartered Financial Consultant, and Associate Risk Manager designations.
